TO:                  ALL LICENSED FIRE SPRINKLER CONTRACTORS

FROM:             DEPUTY CHIEF LONZO WALLACE, FIRE MARSHAL

SUBJECT:        FIRE SPRINKLER REPLACEMENT POLICY

On March 3, 1999, the Bureau of Fire Prevention issued an Omega sprinkler recall policy that enables all licensed fire sprinkler contractors to effectively deal with the recent recall by Central Sprinkler Company. Since the issuance of the policy, the U.S. Consumer Product Safety Commission (see attached) announced a recall of “Star” type dry sprinklers. In response to these and future recalls, the Bureau has established the following requirements to obtain permits and inspections for the replacement of any fire sprinklers:

ˇ         A permit will be required for the replacement of 11 or more existing sprinklers with new sprinklers of same type (standard or quick response, orifice, and temperature rating).

ˇ         A base rate of $150.00 will be charged.

ˇ         A hydrostatic and final inspection will be required.

ˇ         No plans submittal will be required for the replacement of more than 20 sprinklers.

ˇ         Number of permits should be based on how the hydraulic tests and inspections should be completed for Certificates of Occupancy.

These requirements are not applicable to the replacement of fire sprinklers that change the existing piping in any way or may otherwise affect the design and operation of the existing sprinkler system.
